Abstract:
La présente étude a pour objet d’ examiner les récentes mutations qui ont eu lieu sur les pouvoirs du Conseil de sécurité dans le maintien de la paix et la sécurité internationales, elle tend également à l’analyse des mécanismes répressifs élaborés par le Conseil dans le but d’appliquer du système de sécurité collective contenue dans le chapitre VII de la Charte, en particulier après la fin de la guerre froide. Dans ce cadre, le Conseil de sécurité, dans la perspective de la mise en oeuvre des règles du droit international humanitaire, recours abusivement aux dispositions du chapitre VII pour sanctionnés les États, ce qui constitue une violation des règles de droit international humanitaire, engendrant de graves conséquences pour la paix et la sécurité internationales.
