Judicial control over the acts of the Institatios for administrative Control in the Kingdom of Saudi Arabia

Abstract

This study aims to clarify the effectiveness of judicial control in the Kingdom of Saudi Arabia on the administrative police powers such as the Ministry of Interior the municipal institutions, and the Commission for the Promotion of Virtue and the Prevention of Vices, where the latter achieve the tasks entrusted to the institution of Hisbah in Islamic law. It has been shown the neutrality of the administrative review is neutral because of the independence of its functions and its submission to the principle of legality. However, in order to realize a balance between the Administrative goals and the respect of the rights and public freedom, the administrative courts impose an effective judicial control over the acts of the administrative institutions in many areas such as the control of conformity of their measures with the principle of legality and oversight of validity of their acts.
