Abstract:
This research discusses the legality of conscientious objections civil public employee, as similar to general military officers and other professions such as doctors and journalists, perform for religious and non-religious reasons. In light of the freedoms and rights of public officials and the general principles of civil functions geared by the legislations and comparative court rulings, this research concludes that the issue of conscientious objection in the civil service is a right of the civil public employee similar to the right of military employees and some professions like doctors and journalists. It is a new application of rights in the civil service and needs international and national legislations to regulate it in line with the conscientious objection right in the field of military service, given that it is a human right
