This research focuses on the criminal confrontation to refrain from implementing the
preventive measures to confront the emerging corona virus. These measures are the most
prominent means until this moment to protect society from the danger of this virus, so this
research deals with the nature of these measures and the competent authority to issue them
and their types. The research shows these important measures, especially for community
protection and sustainable development.
These measures do not produce their effect on people unless they are combined with
criminal penalties, otherwise they lose their value and serve as only guidelines. This prompted
the legislator in the Public Health Law to criminalize refraining from implementing it, which
will be the subject of this study. As well as, identifying the elements of this crime and
the penalties prescribed for it, and through that we hope to achieve the maximum possible
protection for society from the threat of the emerging corona virus. |
